Synopsis
-The National Housing Project is considered to be
one of the most important projects to overcome the problem of
housing through the provision of adequate and appropriate housing
for young people with limited income to provide
٥٠٠
thousand housing units during the period of
٦ years and to solve the housing
problem in Egypt, which is one of the biggest problems facing the
Egyptian citizen who dreams to have a suitable apartment with a cost
matching with his level of income.
- The State has provided direct fund to implement
the
national housing project . The State has provided
one billion
pounds annually to fund the implementation of
housing
units by the sum of
١٥٠٠٠
pounds as unrefundable
grant for every citizen deserving the housing unit
.
-The citizen pays
٥٠٠٠ pounds as a down payment of the
unit and then pays a monthly installment (١٦٠
pounds)
increasing by ٧.٥%
for ٢٠ years
- National banks (Alahly - Egypt – Development and
Housing) under the supervision of the Central Bank
of Egypt
provides ٣٠٠٠٠
pounds as a loan for the unit. Besides, arange of alternatives for
funding down payment and monthly installments which suit every
citizen.
Project
achievements:
1. 72271 people have booked in the National Housing project in
the new cities (16 cities).
2. A Protocol has been signed to provide the necessary loans to
those who will execute the project with the Central Bank of
Egypt and (National Bank of Egypt- Housing and Development Bank
- Misr Bank ) to fund the loan.
3. 6330 acres - enough to carry about 292,781 housing units - have
been allocated to investors in new cities so far.
4. A protocol of 20 thousand rented housing units has been signed
with the New Urban Communities Authority.
5. Protocols were signed to provide small housing units (36 m
2 - 40 m 2) including a protocol to provide 40 thousand units with
New Urban Communities Authority in industrial new cities to
accommodate factory workers in these cities.
6. The Scheme of provision plots in " Build your own house" Axis
enough for all eligible applicants is about 91736 citizens so far
.A citizen can build 2 units (first and second floors) at any time
.Therefore , about 183 thousand housing units can be added in the
later periods.
Scheme of National Housing Project:Implementation
1 -The axis of ownership of housing
units in the new cities:
Total number of applicants is 72271.
Total number of hatched units is 3192 .
The total number of units that have been allocated but not assigned
is 26334 .
Total number of units that are being implemented is 38622 .
The units that have been allocated :
5000 units have been delivered.
4123 units are under allocation .
2 -The axis of lands in the new
cities for investors to build housing units within National Housing
Project:
•The axis of investors is characterized by allocating land to
investors in the new cities to build housing units within the
National Housing Project.
• Those units will be marketed under the terms of the National
Housing according to the contract.
•The lands that have been allocated are in (6 October - Sheikh Zayed
- Tenth of Ramadan - Badr - Alobour - Alshrouk - New Minya - New
Sohag - New Borg El Arab - Sadat) for 128 companies with an
area of about 6330 acres providing 292781 housing units.
3 – The axis of providing plots with small
areas in the new cities " Build your own house:
• Providing plots (150 m 2 for each plot) for young people and
low-income category with the price of 70 pounds per square
meter and a total of 10500 pounds of which 10%is down payment
and the rest to be paid on seven equal annual installments without
benefits and the first installment to be paid after year of
receiving the land.a
• The citizen build a housing unit on an area of 75 m 2 .The
citizen can build two other floors so that the total built-up area
will be 225 m 2 . Architectural , construction, health and
electrical drawings are free of charge to citizens.
• The Ministry provides financial support (15000 pounds) to the
citizen to be paid as the following:
- Phase I is 5,000 pounds to be paid after the completion of
excavation and foundations.
- Phase II is 5000 pounds to be paid after the completion of the
concrete works of the ground floor .
- Phase III 5000 pounds after the completion of the finishes.
Numbers of the applicants:
• The number of eligible applicants is about 92 thousand citizens.
Providing the land:
• providing approximately 9400 acres in all project cities, covering
all the required numbers.
Planning:
•A contract between the Ministry and the Egyptian regional
universities as well as the National Center for Housing and Building
Research has been signed to carry out planning and infrastructure
documents as well as developing new architectural models whereby the
citizen build in accordance with the model the ministry chooses in
each region of a city.
Services:
• Plans - including zones for services in accordance with planning
criteria –have been prepared so that the project areas can be an
integrated urban community.
• All required services (educational - religious - Medical -
Commercial - sports - etc.) in each area are completed according to
the expected increase rates.
Warning:
• Because of the importance of the project, which targeted specific
groups of young people and low-income category subsidized by the
state in the price of the land, facilities and so that this fund can
be given to those who deserve it as well as regarding the legal
opinion of Mr. legal advisor to the Minister and Deputy Premier, it
has been informed not to deal on this land in the cities of the New
Urban Communities Authority except through with the original citizen
allotted land (in person) and through the following actions:
• Receiving the land.
• granting licenses.
• Procedures of providing utilities (water - electricity - Exchange
--- etc).
• dealing with Housing and Development Bank.
• If the citizen does not finish building according to the timings
specified in the advertisement of the project, namely:
• starting building after 3 months from the date of receiving the
land.
• digging, foundations after three months of starting work.
• works of reinforced concrete for the ground floor are three
months after phase (2).
• exterior finishes of the ground floor are three months after e
phase (3).
Otherwise, the land will be withdrawn immediately in case of
non-compliance to building in any phase.
4- Provision of Small housing units (36m2)for renting to needy
citizens
The project aims at providing small housing
units (36m2) in the following cases:
- citizens who cannot afford down payment.
- workers in factories in the new cities.
- Tthese housing units are offered by renting for
about 5 years .
- 76 thousand housing units are going to be built . 36
thousand housing units in governorates and 40 thousand in new cities
to provide workers in factories and companies there with
accommodation .
- Protocols have been made to build 44256 housing units in
new cities.
5- Provision of housing units (63m2)for
renting in governorates ,new cities and Awqaf Authority in
governorates.
6- (The Family House) units in 6th October City
-3020 units.
